House Judiciary Committee Outlines 10-Year EU Campaign to Silence Americans – HotAir

I have been arguing for quite a long time now that the greatest threat to Americans’ Constitutional rights, at least from foreign governments, comes from the European Union and the United Kingdom. 





That’s not because these countries consider themselves adversaries to or are actively hostile to the United States, but in some ways because of the opposite. Europe and the United States have deeply intertwined economies, trading rules, and, of course, military alliances that have about a century of history. Americans feel a strong kinship with Europe—strong enough that millions of Americans have sacrificed greatly to save the continent from itself.

“Free speech is in a free fall in Europe — They (The European Union) gathered in Berlin, and it was the most anti-free speech gathering I’ve ever been part of — Hillary Clinton was there, and she really fueled the anger.

When Twitter was purchased by Elon Musk, she called on the EU to use the infamous Digital Services Act, which is one of the most anti-free speech pieces of legislation in decades. And she called upon the EU to use the DSA (Digital Services Act) to force the censorship of American citizens, force people like Musk to censor.

Unfortunately, Europeans may depend on the United States for their security and economic vitality, such as it is, but they also have contempt for us and are strongly motivated to rein us in. And included in that desire is a willingness to use regulations to silence Americans when we say things that are inconvenient. 

In February 2025, the Committee subpoenaed Big Tech to understand how foreign censorship laws are hindering Americans’ free speech rights.

Thousands of internal Big Tech documents and communications with European regulators, released today for the first time, paint a clear picture: Europe has led a successful decade-long campaign to achieve global online narrative control.

President Trump and Vice President Vance have made it clear that Americans don’t appreciate these efforts to silence us and deny us our First Amendment rights on our own soil. As disturbing as it is that Europeans are enacting totalitarian restrictions on their own citizens, doing so on Americans is a few bridges too far. 





These censorship codes and forums were supposed to be “voluntary” and operate on “consensus”—but they weren’t, and they didn’t.

From the very beginning, the Commission used them to pressure platforms to censor political speech and other legal content.

In private, companies state the obvious: the Commission sets the agenda, forces consensus, and platforms “don’t really have a choice” whether to comply.

As a writer, I am more than a bit familiar with the effects of these laws. They go far beyond the obvious—outright censoring individuals when they say things the bureaucrats dislike. The organizations and rules the EU set up created second and third order effects that were intended to demonetize speech they found inconvenient. That is how RealClearPoitics could be labeled as “unsafe” content while The Huffington Post was rated as reliable, and hence more advertising dollars were steered in their direction. 

Put simply, the boundaries of debate on political topics like mass migration, men in women’s sports, and more are set by community guidelines.

When governments pressure platforms to change their community guidelines, they are changing what Americans are allowed to post *in the United States* or anywhere else.

And they effectively must be global in scope. Country-by-country content moderation is a significant privacy threat—in addition to being ineffective and costly.





Many of the organizations that were tasked to label what content is “safe” and “trusted” were based outside the United States, although often funded through, of course, USAID, to take advantage of strict European laws that gave outsized power to bureaucrats that would never be considered Constitutional here. The Biden administration used its ties to the European Commission to outsource as much censorship as possible, although they also used the FBI to police “misinformation.”

By 2022, the Commission had formalized its pressure campaign.

In more than 90 meetings organized under the Disinformation Code between 2022 and 2024, the Commission pressured platforms to change their global content moderation rules and censor more content.

And once the DSA was in effect, the Commission warned platforms that they had to undertake “continuous review of community guidelines” to comply.

The tools at the EU’s disposal are extremely powerful. The EU just fined X 120 million Euros, and that is a mild fine compared to what they are empowered to do. During the US presidential campaign, Thierry Breton, the EU Commissioner at the time, threatened to fine ALL of Elon Musk’s companies 6% of worldwide revenues if he interviewed Trump on X. 





Compare that to anything Putin has done to interfere in our elections. I called it an act of war at the time. 

As a practical matter, an inordinate amount of the censorship effort is aimed at US content. Most of these countries are happy enough to track down and put their own citizens in jail for just about anything, including calling a German politician “fat.” But the only way they can censor Americans is through their enormous regulatory power, and they are quite aggressive in doing so. You and I are the bigger targets because, unless we visit, they can’t get us. 

The EU is deeply committed to controlling the worldwide narrative, not just what can and cannot be said within its borders. There is no stronger cultural force than the United States, and they are quite well aware of that fact. 





Later, ahead of the 2024 U.S. presidential election, Vice President 

@VeraJourova flew to California to meet with platforms about their censorship measures for U.S. political content.

When asked whether the Europeans were flying to California to discuss EU and US elections or “stay mostly EU focused,” the Europeans made clear: EU AND US elections were to be on the agenda.

The EU has gotten into the habit of interfering in elections both within its borders and beyond. It has managed to cancel elections already, and it has been suggested that if polls show that the AfD might win, German elections might be canceled. 

It’s 1984 being used as an instruction manual, although there is more than a little “Brave New World” emphasis on sybaritic lifestyles to keep people satisfied. 

The European elite see their control over popular opinion rapidly slipping away, and as a result, they are resorting to more and more extreme measures to maintain power and control. It’s not just through narrative control, either. Spain just regularized 500,000 illegal immigrants with the expressed purpose of taking power away from the “far right,” and some leftist politicians are even more explicit than that. 





This really is a civilizational battle, and one of the reasons why we must not allow Democrats to win this November. Momentum is still building for reform, and exposing the corruption is only step 1 in fighting it. 

We need more time.
